Construction of an Office Building Bringing Together the Directorate of Maritime Affairs, the National Customs Coast Guard Directorate, and the Maritime Gendarmerie

Pointe Fouillole – Pointe-à-Pitre

Case study

Needs

The project aimed to bring together the State’s maritime services in Guadeloupe (Directorate of Maritime Affairs, Maritime Gendarmerie, Customs – nautical brigades and coast guards) into a single, functional building, forming a true interagency hub dedicated to maritime operations.
Objective: to provide a modern working environment that promotes cooperation, resource sharing, and coherence between entities.

Solutions

The design team, led by MPH ARCHITECTURE, proposed an institutional, cohesive, and sustainable building, symbolizing the State’s maritime presence:
• Coherent and functional platform.
• Clear, durable, and unpretentious architecture.
• Spaces fostering synergy between departments and openness to the public

ENERGAYA served as the environmental design consultant (Project Management for Sustainable Development) within a High Environmental Quality (HQE) approach.

Environmental Performance

The project is part of a High Environmental Quality (HQE) approach adapted to the Overseas Territories (DOM) context:

Performance Level : Very High

Energy Management

Exemplary energy performance, RTG 2020 compliance (Class A).
Bioclimatic design principles integrated throughout

Water Management

Vegetated surface ratio: 33%.

Maintenance and Sustainability of Performance

Building Management System (BMS) for optimized operation.

Performance Level : High

Relationship of the Building with Its Immediate Environment

Comprehensive landscape design integrated into the site.

Waste Management

Dedicated, well-dimensioned waste storage room.
Selective waste sorting implemented.

Thermal Comfort

Optimizations achieved through dynamic thermal simulations (DTS).

Acoustic Comfort

Architectural treatment of interior spaces.
Use of materials providing high acoustic insulation.

Project Summary

Total construction cost : 7 101 240 €
Total design team fee : 795 345 €
Share of environmental design management (HQE): 9.89%

Construction duration : 835 days (Delivery date: April 17, 2025)

Results

The real challenge was to engage all trades in achieving the performance targets set from the outset. To ensure optimal operation of this new facility, users will need to be trained and made aware of its proper use.
